BASICS:
The Trade Council (TC) will consist of 5 members who will vote upon trades to deem whether or not they are fair. The members will each post a vote with a "Pass" or "Veto" response, along with any rationale they deem necessary to explain their vote. Once a majority is reached (3 votes, for the math illiterate) either way, the trade will then officially be passed along or vetoed.
ETIQUETTE:
Once a trade has been posted, it should then not be commented on, or voted on, until the second party posts their agreement. Any violation of this will result in the deletion of the comment and a warning issued to the GM, as it can encourage people to back out of trades if they see an overwhelmingly negative reaction. Again, the TC has the power to veto harmful trades, so please, allow people to accept the trades first before tearing them apart.
Also, do not spam trade topics with comments of an overly offensive nature. Feel free to criticize and dissect trades after they are agreed to, but please refrain from turning these threads into your personal flame war. TC members will lock the topics if things get out of hand, and warnings may be issued if the offenses are severe or repeated.
PURPOSE:
That being said, a trade should only be deemed unfair and vetoed if it upsets the competitive balance of the league. There will be winners and losers in every trade, and the TC's job is not to punish savvy General Managers. Its job is to ensure things like collusion, tanking, and noob-rape don't occur. If people are going to make stupid trades, let them, then laugh at them later.
WHAT YOU SHOULD EXPECT FROM YOUR TC:
Trades should be voted on in an orderly fashion. All trades should be voted on by TC members as soon as they are able to research them, and any trades posted at least 6 hours prior to the sim must be voted through (one way or another) before the sim occurs. In the event of a trade being deadlocked at 2-2 at the time of the sim with the other TC member nowhere to be found, I will act as the deciding vote (or I will appoint someone to cast said vote if I am unavailable). TC members will also be responsible for moderating these topics, and will have the ability to lock threads in Pending Trades if the discussion grows out of hand.
