We all love a good mortgage-the-future-to-win-now approach, as well as Houston Astros-esque tear-downs of an organization, so draft pick trading is allowed, with the following rules attached:
1. Only picks in rounds 1-5 can be traded.
2. Any trade that involves just a pick for a player must have a scrub included from the team receiving the player to help facilitate the trade. Example of how the trade topic should look:
Team A sends: Derek Jeter - (link to Jeter's player page)
Team B sends: 2013 First Round Draft Pick Scrub - (link to Scrub's player page)
3. Picks can only be traded for the current and next draft. Therefore, if we are playing the 2013 season, you can only trade 2013 and 2014 picks until after the 2013 draft has occurred, at which point you could then trade 2015 picks.
4. It should go without saying, but only trade picks once. We will do our best to keep an updated list of all picks that have been traded, but it is the responsibility of the GM trading the picks to keep track of what assets they actually own.

What about trading international pool space? Since we only have $3mil available to sign international players starting July 1, are we allowed to include money in trades?

That's a great question. As of now, you can trade cash, so I don't see why trading your IFA money would be any different. I'm all for allowing it if no one has any objections.

The game itself doesn't let teams trade IFA money; it will be a lot of work for you and the other commissioner to manage bonus pool trading. I'm not really against it, but in real life, part of what makes IFA money trading so tantalizing is the disparity in IFA money between teams. OOTP does not model that disparity.
